Moving a folder out from the "iCloud Photos" folder on a PC

My kid dragged the 1.2TB Movie folder into the “\iCloud Photos\Photos” folder on my PC. I want to put that folder back to the root folder.

The iCloud and Movie folders are on the same drive. However, moving files using cut and paste requires the same volume, which I do not have, implying a copy operation.

If I try to turn off iCloud Photos, the button to click is "Delete from PC", will I risk losing my Movie folder?

Additional info: I only have the free 5GB iCloud storage, and I do not intend to store any photos in it.
