cannot pair my airpods to my iphone SE

I have been charging the airpods and always have it blinking red. My bluetooth is on and my settings show i12 is not connected. When I try to connect I do not get the prompt showing up on my iphone. I have tried pushing the button on the airpod case to connect but nothing happens.

HELP. please
