"Continue to sign in to Icloud" pop up continuously on my laptop

Icloud signin continuously popsup on my laptop. I sign in and it goes away for a few seconds but immediately reappears. I can't keep it minimized. I signed in directly on Icloud and tried signing in and out and this didn't work.

Recurring pop up window requesting iCloud signIn obscuring PC screen… First popup: large iCloud info screen showing storage (in the middle of my screen and it cannot be moved), then immediately by … second popup on top of it: demands “enter your password to continue using iCloud”. I enter my password, and it doesn’t work. Which leads to… third small popup: white box, with red circle with white X on it and an OK button. Pressing the OK button makes the box disappear, but leaves the other big boxes on the screen. Unfortunately, any documents I have open on the screen are covered up by this mess of boxes. And when I click to get rid of them, they will pop back up immediately. This repeats maybe two or three more times, but they eventually leave only to appear in about two or three minutes later. This makes working on my computer impossible and I am frantic about it. What can I do? Is it a virus? Is it a storage issue in iCloud? If it is a storage issue, how can I take photos or whatever out of the cloud if I can’t log into it? [Image Edited by Moderator to Remove Personal Information]
