iCloud sign-in loop on Windows PC

Why does icloud keep asking me to sign in on my Windows PC. I have the correct password as I am signed in fine to the web version. It actually shows my information in the iCloud application and says I am logged in but keeps asking me to sign in

I have updated my password and tried again. No change

iCloud immediately signing out I'm trying to sign in to iCloud on my Windows laptop. It accepts my password and immediately loops me back to the sign in page. I've tried this in Firebox and Chrome. Anyone else figure out how to stop this loop?
