iCloud Screen popup annoying. Cannot get it to go away.

This happens only on our desktop.

Pop-up: "You can keep using the already logged in iCloud account or use another one." Why??? This has popped up at least 10 times today, 2.5 hours into my workday. Why? My iCloud account on the Mail piece was down for 3 hours yesterday, and nothing that would have come in yesterday has appeared. This is concerning, and now annoying. Why is this happening?
