I just received new AirPods Pro 2. I am trying to set up the hearing aid feature but the Hearing Health is missing. My phone is an 13 Pro Max and the operating system is 18.2.1. US resident.

Are your AirPods Pro 2 on the newest firmware version? They should be on firmware version 7B21. To check go to Settings, then when your AirPods are connected, tap on them at the top of Settings, then scroll down to the bottom till you see the version number. If they are not updated, charge the AirPods Pro 2 for about 30 mins or so and check again to see if they have updated.
