Does that Mac have built-in Firewire? If yes, try to buy iMovie from eBay and use it to import .dv. I have used iMovie 1-6 and AFAIR at least iMovie HD 6.0.3 should run on High Sierra (runs up to Mojave). AFAIR iLife 06 installer doesn't run on OS X 10.7 or later because it is a PowerPC application but it can be installed via Pacifist ($20).

Then you might want to use other tools (Handbrake, Shutter Encoder, ffmpeg, Final Cut etc) to edit and export that to more modern deinterlaced square pixel H.264/265 AAC .mp4 format.

If it does not have Firewire, then get a converter box (sorry, no experience from those) or use some knowledgeable service.

After installing the older version of High Sierra, I got it up and running, which I purchased from eBay, which has a firewire port as well, so now I should be able to access my digital camcorder with the many media tapes I have. I also was able to download from the App Store Final Cut Pro, which I purchased back in 2011. It is not the current version. However, it seems to work fine at this point.
