AST 2 Repair Finalizing, System Configurator is not an option only get Mac Resource Inspector

I have been through multiple chats with CSS and have got no where. When I run AST 2 to do the Repair Finalizing, System Configurator is not and option only get Mac Resource Inspector which will run and tell me i need to run System Configuration. On the UUT at the bottom left corner of the screen the (MacBook Pro 14-inch 2021) tells me "No serial number". CSS chat seems to think is a permission issue but am the Admin on our GSX account and they keep telling me check my permissions with my admin. Well I checked with myself and I am still an admin.. still have GSX access still can't get this MacBook finished. We are new to the Apple Repair world and I feel like we must have missed something getting setup. I have also tried this on multiple networks, from both Mac and PC and still get the same result. Anyone know why I would missing items in AST 2?
