My Apple 4K TV will not finish booting

• I updated my Apple 4K tv three weeks ago, and first it showed the outline of an iPhone on top of an Apple TV. By the time I got to it to try to restore my tvOS , the Apple 4K TV was stuck in an infinite boot cycle.
• It will show the Apple icon for 1 second, and then goes black for 20-seconds, and just keeps repeating this process. The white light on the front of the Apple 4K tv blinks 8-12 times in one second intervals, and then the white Apple logo is shown on the screen for one second, and the boot process starts again. Sometimes the lights blink a few more than listed earlier. Sometimes less.
• Next, I let it sit and do this repetitive cycle for over an hour and a half, but in the end I just had to unplug her.
• I’m pretty sure I’m still covered under AppleCare+, but I would like to fix this myself instead of having to pay any sort of deductible.
• Please help if you have had the same issue, and list in sequential order, the steps did you took to resolve the problem.
