I am unable to import passwords to Passwords App.

I wanted to import my passwords from another app to the password app on my iPhone14 Pro. I am using iOs 18.2.1 I created a .csv file. But when I import passwords using the function in Safari ( This is the method informed by Apple: Import passwords from another password manager into Passwords on iPhone - Apple Support (SA)) it says "Safari failed to import browsing data from ...".

Does this means that it can import only browsing data? But when I export it has an option to export passwords alone!

Is there a way out to import passwords to the Passwords app other than manually entering them one by one?
