Why are my Apple Watch apps not showing up?

recently i revived my old series 5 apple watch and im trying to get my apps back on it. on the available apps category in the watch app shows apps i can download to my apple watch, but they only have a spinning circle with a square in the middle. like i want to redownload spotify to my apple watch from my iphone 12, but that doesnt work and i have to download it via my apple watch and i still cant access spotify(i am paying for premium.)
