Password app on iphone & mac out of synch

I am using the Passwords app on my iPhone & Mac to manage passwords

On my iPhone, I have the setting to synch passwords to iCloud Keychain turned on.

On my Mac I recently exported all my Google Passwords into my Password app, and spent hours cleaning this up, only to find out my work (using work laptop) disabled the feature to synch passwords to the iCloud, which they refuse to enable.

I now have to Password apps out of synch. What is the easiest way to address this issue?
