iPhone 13 running iOS 18.2 texting issues with Android phones

SSince the first update to IOS 18 my phone has been having issues sending and receiving texts to android phones. There seems to be no rhyme or reason when it does or does not send messages I have tried turning RCS on and off, wifi on or off. On occasion it wants to send to a persons landline as opposed to I have ensured all updates on phone have been completed. Removed sim card, replaced it.

Very frusterating. Have narrowed to Iphone issue not carrier
