Download songs from Apple Music without turning on Synch Library

I am an Apple Music subscriber. It will not let me download songs unless I turn on Sync Library which I do not want to do. I have carefully ripped all my CDs at high resolution and own serval high-bit rate downloads, and I do not want Apple's "Match" feature to replace them with low-quality or incorrect songs or versions (as has happened before). I also own music from smaller, unknown bands which is almost always mis-matched by the "Match" feature. So I'm hoping change is in the works before I just cancel my Apple Music subscription—again.
