I bought a used ipad Air Model A1474 and tried to activate it but it is user locked.

Ask the seller for assistance or a refund.
Activation Lock is a security feature. Without
the Apple ID and password used to initiate the
Activation Lock, the iPad will remain locked
and useless.
There is no work around for Activation Lock.

If the seller cannot unlock it, you will never be able to use that device. Apple will not unlock it for you. The seller should have known this. Return it device and get a full fund.
Also the iPad Air 2 was discontinued eight years ago, and is too old to run the three latest version of iPadOS. Even were it unlocked, there are few of the popular apps available for iPadOS 15, the highest that the Air 2 can run.

If the iPad disabled or Activation Locked, unless you can independently obtain assistance from the previous owner, the iPad is (and will remain) useless to you. If you are able to contact the original owner, they will require this information:
