I cannot control volume on USB-C Apple Keyboard

No matter what I try, F11 just moves what ever app I'm using to the side. I have tried several times with the standard function key option turned on and off. Nothing seems to work. I'm using an M2 Mac Studio running Sonoma 14.5. I have read the the USB-C magic mouse doesn't scroll under a certain OS, so I'm wondering if the same type of thing is true for the keyboard. This is frustrating.

FWIW, if you are using a new Magic Keyboard (USB-C), it requires Sequoia 15.1 or later.

Just to add, your Mac is capable of running Sequoia 15.3. If you don't wish to upgrade for some reason, you should at least update to Sonoma 14.7.3.
