iCloud+ file upload from PC is unsatisfactory

Why do I get I get "There is not enough space on iCloud Drive" pop up message on my PC when I try to copy large files up. I have plenty of space for them because I upgraded to iCloud+ two days ago, and I have only used ~3 of the 50 GB space. The pop up seems to appear only for video files that would have been too big for the old limit (5GB). I can upload a 2 GB file but not a 2.9 GB file. I want to copy entire directories. This behavior is not satisfactory.

iCloud.com drive New to iCloud and iCloud.com in particular. Once signed in, I select Drive from my un-changed Home page. Once there, all of the buttons are grayed out, so I cannot select to upload files and drag-drop fails without explanation. I have 2.5 GB available and am trying to upload a 150 MB file.

iCloud Drive and desktop files not syncing My desktop files are not uploading to iCloud through the same Apple ID, and i've already tried toggling the switch off and on in settings and it doesn't work. Finder says it has uploaded "Zero KB of 41 GB", and it has stayed on that eternally. I don't know what to do.
