Accessibility on Mac: Spoken content does not use the selcted voice

I really want to use the accessibility feature Spoken Content on my MacBook Pro (14'). Norwegian seems to be a supported language and I have downloaded and selected the voice "Siri, stemme 2" (Norwegian). But it does not seem to work, and I have to use a much more machine-sounding voice (Nora, enhanced, still in Norwegian).

  • I have the latest software updates
  • I have read the support article
  • I have tried in Safe Mode

Any suggestions for what to do?

So, I did a little more testing:

  • Pages and Numbers: The Siri voice works as long as I use Speech from the Edit menu, but NOT when using the Keyboard shortcut set in Settings - Accessibility - Spoken content
  • Other apps (Apple and other): The Siri voice does not work, regardless of what method I use to start. (I tested Apple Mail, Safari, Preview, Calendar, Notes + Chrome, OmniFocus

So I guess this is not very promising results? Regarding Apple's focus on Accessibility, it is really strange.
