Can the iMac (21.5-inch, Late 2013) be used as display with M4 Mac Mini?

Is it possible to connect the mac mini M4 to my 2013, 21.5-inch iMac and use it as a display only?

Nope. Apple discontinued Target Display mode before the 2014 5K iMacs were released. Just decide on your display requirements and purchase a real display for that Mac Mini. I am using a 32-in LG 4K UltraFine Ergo display with my M4 Mac Mini Pro. Using a Belkin Ultra High-Speed HDMI 2.1 cable.
