If you have just accidentally transferred funds from your bank account, the transfer can be reversed. You can call Apple at 1-800-MY-APPLE to request the return.
If the funds in Apple Account are from redeemed Apple Gift Cards they are non-refundable and non-transferable. They must be spent on Apple products and services.
