Since the latest upgrades my downloads folder has been removed from the dock and any attempts to reinstate have failed - is moving from finder sidebar to dock- right click folder no option to move to dock (nor with alis)

Have you tried going to the actual Downloads folder and dragging it into the Dock?
Go to Finder's preferences > Sidebar, uncheck Downloads from the list first, then check. go to Finder sidebar, drag the Download folder icon to Dock.
