Does anyone know if you can set a shortcut that will activate a "Siri, tell me what time it is" command?

I am looking to help an eye gaze user create a shortcut that can tell him the time when he is in an app like YouTube without having to completely exit his video and the app. Is it possible to have a shortcut, that could be added to the assistive touch menu that would active a Siri command asking what time is it? When doing this by voice, the time pops up and then disappears and he can resume his show, however, he is unable to activate Siri by voice independently.
