Speak Screen not working since last update

I have an iPad Pro. Speak Screen has completely stopped working since I updated to 18.3.1. The speech controller will come up, but there is no speech no matter where I use it, and if I try to exit the speech controller, the x disappears but the controller stays up and uselessly sits there. I can still highlight content for it to speak, but it stops if I navigate away from the article/email/message etc

I have rebooted my iPad, toggled all the accessibility settings, and nothing seems to work.
