and where did it come from, you manually deleted from your internal drive, external drive?
Can you simply "skip" it and compare your results?

Never had an issue clearing browser cache and cookies...

Login and try emptying the trash.. Reboot as normal.

We need to see what all is running, a report from this will not display any personal info...

According to Apple you can temporarily disable SIP and try again emptying the stuck trash file.
The important thing is re-enabling after the task is complete...

I will note—Enable System Integrity Protection
Rather than booting into Recovery Mode again to turn SIP back on, you can just run the command csrutil clear, and SIP will be reset to enabled; copy and paste:
sudo csrutil clear && csrutil status
and SIP will be reset to enabled and report it's status as "System Integrity Protection status: enabled."

BTW, you never did say if you tried to move the file from Trash to /tmp/ and reboot.
Open two Finder windows, one showing the trash, contents, and one showing the contents of the /tmp folder at the root of the drive, drag the problem file from the trash to the tmp folder, restart.

In Finder's Go menu>Go to Folder simply type / then press enter then in the window that opens look for the tmp folder…
