How do I download Numbers app for iMac running Ventura 13.7.4? It is NOT in my purchased apps in the app store.

If you have access to another Mac that uses macOS Sonoma or macOS Sequoia, create a new user account on that Mac, connect your Apple Account (Apple ID) and download Numbers on that Mac. This will have the effect of you purchasing Numbers with your Apple Account. Delete the newly created user on that Mac as you will not long need it. (you may want to download Pages and Keynote, while you are at it, just in case you need them in the future.)
Then on your own Mac, go to the App Store and download Numbers. You will be offered to download a compatible version.
Otherwise, you could use Numbers on iCloud.com.
