I literally put a new card and I spent over 30 dollars on it and when I try to buy something it says that it’s been “declined” or “failed” I’m actually mad right now because this is my first time actually buying a Visa card and now it’s getting declined!

What does buying a Visa Card have to do with an Apple Card Mastercard? Do you realize that’s the community/forum you posted in?
The bank that issued the prepaid debit card you purchased should have their phone number printed on the back of the physical card.
When adding a card to your Wallet, it is the bank of the issuing card that approves or denies it. If the bank approves it, they will send a unique token to your device to be used for Apple Pay purchases. Call the bank of the issuing card, the number is probably on the back.
