Why can't my friends edit Numbers files in Excel?

I created a spreadsheet in numbers. I exported the file in excel format. I emailed th file to 2 friends who have Windows machines. Both could open the file but neither could do edits. Anyone have suggestions.

Do the recipients have fully-licensed copies of Excel?

In recent Windows versions, Excel is downloadable/installable for free, but only offers viewing spreadsheets. Editing requires a license (either Excel, Office, or Office365 subscription).

Simple test - can they open and edit other spreadsheets? If not, the problem doesn't lie with Numbers. Either using iCloud collaboration (as per SG's suggestion), or they need to get a licensed copy of Excel.
