Podcasts App keeps giving weird notifications

So I checked. there was a thread about the podcasts app being annoying about 2 years ago. for me this problem started with my second hand macbook. It keeps telling me that the podcast app has changed and then proceeds to ask me if I still wanna open it. I NEVER WANTED TO OPEN IT!!! What is going on?!

In the old thread they said to turn off the notifications - well that's not even an option (anymore). Also one cannot delete this app.

And the update I just ran didn't fix it either. The podcasts message popped up during the set up stage and blocked the whole screen...
