Missing Numbers data after latest iOS update

Tried to recover missing numbers data by performing an erase and restore twice. The first time a third party VPN precluded the download. I deleted the VPN and the second restored was successful. Unfortunately, the missing numbers data still does not appear. The interesting part is the numbers data was stored on the iPad not the cloud. Any help would be appreciated as to how to recover the numbers data.
