How to manage payment methods in Family Sharing?

I already followed the instruction to remove payment sharing from the main account, but when I do that I still don't have an option to add a payment method. It says that payment sharing is enabled and that they organizer will pay for everything. The whole setting seems to suddenly be messed up and confused between the organizer and family member. Not sure who put the change in, but something broke it.
