How does one use Passkeys without on iCloud?

Are we forced to sync passkeys when we don't want passkeys shared across our devices?

I do not want a passkey created on an iPhone shared w/my iPad at home for example.

Apple is controlling which passwords we share (i.e., we must share them all).

If you store passwords in keychain that you will never use on a different device, Apple

will still make you have a copy of them on that device.

Where is the choice in the matter? Do they not care about the users' wishes, or do they

just think they know what's best for us?
