I'm sorry you were disappointed but If you bought these directly from Apple, it should not have been a surprise. On AirPods 4 - Compare Models - Apple they clearly tell you what's included in the box.

AirPods 4 come in two versions - with noise cancellation and without noise cancellation. Those with it cost more.

I just received mine and was extremely disappointed that it did not come with a charging cord. That’s awful. Spending almost $200 for something that doesn’t have what it needs to charge itself is ridiculous. Charge more if you like but please include the basic necessities.
