What to do if Apple Watch watchOS 11.3.1 update keeps failing?

I have unpaired and repaired my watch several times but it will still not take the 11.3.1 down load. It kept failing on me. (connected to wi-fi, blue tooth enabled, not on airplane mode) After several unpairing and pairing attempts it says it is down loading however it takes forever and the eta fluctuates. My watch is paired with my phone I see it on my blue tooth options on my phone.

My phone says it is downloading to watch. My watch screen shows 41mm aluminum case designed by apple california. Is it really downloading or should my watch have a different face? If I tap it - it says continue set up on iphone then goes back to that screen.
