Level Lock+ won't unlock with homekey

I just bought a second smart lock that supports home key, the level lock+

I have another lock the Yale Assure lock which works perfectly with home key. But after installing the level lock+ and adding it to apple home where it confirmed use of my home key, I can't unlock it with home key.

When I use the included key cards they lock unlocks, it unlocks from the apple app, but when I hole my phone up to it my watch, or my wife's phone nothing happens at all. With the yale, both my watch and phone immediately cause the lock to open. Please help. I have rebooted my phone, and at the suggestion of level support I "resynced" my icloud account by logging out of it rebooting and relogging into it on my phone with no affect. I'm currently on 17.3.1 on my phone, the latest firmware as of today in the level lock, and 11.3.1 on my watch.
