Thanks for the reply. The source of the image is from the Geography and Map Division of the Library of Congress. I do not know what application they would have used to create the image. The image file type is *.TIF, single F. It is approximately 66MB in size. Apple support suggested trying in safe mode which didn't help. They weren't really all that helpful in this case. I did also try to rename the file (computers used to be finicky about those. Finder identifies the file type as a "TIFF".
The file name is "master-gmd-gmd416-g4164m-g4164sm-gpm00001-pa00031m (1).tif"
As you suggested I did try to "open with" Photos and received the error message "Unable to read metadata. The file may be corrupt." The person at the L.O.C. I communicated with stated the image file is good on their end. Get Info did not reveal any info that suggested as to why it won't open.
The error message from Preview was "It may be damaged or use a file format that Preview doesn’t recognize." I may have to break down and try my wife's old Windows computer. I suspect the file is fine, but the MacBook doesn't like it for some reason.
