Thank you for the screenshot.

Opening an App from an Unidentified Developer:

Back Up your Mac First:  Be certain you Create a Time Machine Backup of your Mac, so that way you can have something to restore your Mac from, should anything go wrong with the install.

Get the “Anywhere” Option to Show:

  1. Open: Terminal (Go to: Go menu > Utilities > Terminal)
  2. Use: this Command: sudo spctl --master-disable
  3. Press: return
  4. Close: Terminal
  5. Try this Once More (Screenshot 1.)

Once you run that Command:

  1. Open: System Settings
  2. Click: Privacy & Security
  3. Scroll to: Security
  4. Select: Anywhere
  5. Try this Once More (Screenshot 2.)

Such a message...

"Anywhere" being shown...

ya that's not a option

Yeah, it’s also not the error.

The app is opening fine.

But you’ve previously selected a case-sensitive file system, and Steam doesn’t want to contend with that.

You’ll need to transition your Mac to a case insensitive file system to use Steam. First try would be with a an erase and re-install macOS and try a migrate, and then maybe Carbon Copy Cloner if the migration tool won’t convert the case sensitive to case insensitive.

Thank you for the screenshot.

SIP:

Seeing "case-insensitive filesystem." that almost seems like an issue with SIP (System Integrity Protection). While there are workarounds, it is a bit technical to perform. So, rather than fiddle with this anymore, I recommend you just let this sit, as fiddling with the system files might corrupt the macOS. Back Up your Mac:  Create a Time Machine Backup of your Mac, so that way you can have something to restore your Mac from, should anything go wrong with your computer.
