If this follows a common path, enable two-factor authentication if you still can, re-set your password, and do not re-use passwords.
Not having two-factor authentication enabled, and re-using passwords, is a deadly combination.
If you cannot enable two-factor authentication here, you have quite possibly have lost control of this Apple Account.

That result is common when two-factor is not enabled, and when passwords and passcodes are compromised.
Your remaining option is to transfer all equipment to another Apple account.
This transfer will need original purchase receipts.
Or abandon the equipment, if evidence of ownership is insufficient to convince Apple.
The new account set up will be with two-factor authentication, and preferably a robust password.
