How do I complete an Apple ID transaction that requires contacting iTunes?

Hi I don’t know what’s going on but I created a new Apple ID and apparently after the form that asks about purchasing and stuff. After I fill it out it says to contact iTunes to complete this transaction. I don’t know what to do.
