Blur Parts of an iPhone photo
How does one blur a license plate of a photo taken of a car, please? Or, blur a face in a photo? Can this be done on either the iPHone, or iPad or MacBook Pro?

In Edit Mode, you should have a Re-Touch tool. (I'm being tentative, because in newer iPhones that has been replaced with an AI tool called Clean Up, and I'm not sure I'm remembering well.) The Re-Touch tool takes away blemishes and such things, and you should be able to use it to smudge license numbers.
