The recently deleted album is missing from Photos. NO - it doesn’t appear when you have recently deleted an item and stay there for 30 days. It is gone. A few minutes ago I accidentally deleted a photo. Went to find the recently deleted album/folder and it is simply NOT THERE. Why on earth would Apple do this?
Note that there is (or was) an observed special case when a user with iCloud Photos activated to a device had a full iCloud storage quota. In that case, the Recently Deleted album would be skipped, and deletion would be immediate instead of keeping iCloud storage full for 30 days. Could this apply in your case?

Hit " customize & reorder " , look in the categories for the "recently deleted " and
add it .
