Restriction setting stuck? iMessages/SMS won’t work

My daughter’s iPad mini 6 (WiFi only) all of a sudden won’t send iMessages (or SMS).

She WAS restricted, but I’ve turned it off from her iPad, however it’s apparently still on because I can’t sign her out of her AppleID, “Due to restrictions”, goal was to sign out/in to give it a jolt.

I’ve powered it off/on, a bazillion times, I’ve updated software… What am I missing? Thanks in advance!
