Apple has a support article that explains what to do when an Apple Account is locked or disabled. Click on the following link: If your Apple Account is locked, not active, or disabled - Apple Support
See the following excerpt from the above support article:
If your Media & Purchases account has been disabled
If you see a message that says “Your Media & Purchases account has been disabled,” you might be able to request reactivation by tapping Continue right from the alert.
You can also request reactivation.

That does not work, it takes me a site with 2 options but then takes me back again it goes in circles
