Hebrew filenames appear as question marks in Apple Mail on Mac

In Apple Mail on my Mac, attachment filenames that are in Hebrew are displayed as question marks (???). The content of the files opens fine, but the filenames are not readable. I already checked the system language and region settings, and everything is set to Hebrew/Israel. Is there a way to fix this encoding issue so that the filenames display correctly?
