apple mail not consistently removing attachments when asked to do so

Sometimes when I select the Remove Attachments (under the Message menu) in Apple Mail, the attachments are not removed. There is no explanation given. Can anybody please explain this inconsistency?

On a related matter, has Apple considered expanding this feature to allow the removal of individual attachments rather than just all attachments?
