Why do my AirPods Max make static noise in both Active Noise Cancellation and Transparency mode?

“AirPods Max static noise: My AirPods Max (USB C version) produce a static noise in both ANC and Transparency modes. I am in a quiet environment, and while the noise isn't loud, it is noticeable. Is it normal to experience static noise with ANC?”
