Why is my Apple TV 4K not connecting to Bluetooth headphones?

Okay I have three Apple TVs and all work with Bluetooth in appletv. However, when I try to use them with arc on the appletv4k I don’t get volume on the Bluetooth Headphones but I can change from stereo HomePods off and on with the Bluetooth headphones power switch. Hopefully you understand this and can help solve my problem.
