Contacts not syncing properly between MacBook Air and iPhone 16

If I add a contact to my MacBook Air it appears on my iphone 16, but if I delete one from my Macbook Air, it still appears on my iphone.

If I add a contact to my iphone, it does NOT appear on my Macbook.

I'm signed into both with same Apple ID. Also, I've signed in and out of iCloud on both devices and restarted both devices.

Any other suggestions?
