No sound alerts for messages on iPhone 14 Pro

iPhone 14 pro, ios 18.3

no sound alerts for messages. Also, even when I turn the volume all the way up in Sounds & Haptics, the volume immediately goes back to quiet. This is horrible in a crisis situation, as I have to hold my phone with Messages open and keep clicking on contact names who are supposed to be texting me to check whether I have messages. APPLE, please fix this bug!
