How do I get safari back after I accidently deleted it

I'm in a dilemma here. I've had my iPhone for a couple of years my mom bought it for me while I was still living with them. The problem is she put some restriction on it that has me send a notification to her phone when I want to download something the problem is she has a sumsung and I have an iPhone so she doesn't get the alerts so I can't download anything now I've accidently deleted safari and I don't know if there is a way to get it back. I don't live near any apple stores so I can't take it their to get fixed. I'm not on speaking terms with my mother so I won't have access to her phone to help. The only other electronical device I have is a sumsung tablet. If anyone knows a way I can re-download safari without going through the app store or better yet take this stupid restriction off all together that would be great. Also can't just buy a new phone because I'm tight on money.

Add as a Trusted Device:

Sounds like she enabled Screen Time is on this. So, if this is under her account, then she needs to add her iPhone as a Trusted Device --and to do that, she needs to add her phone or other device as a Trusted Device. She would then get the code, and you'd call her, asking what it is.
