imac 2020 to Sequoia, Finder won't work, Desktop gone

After updating imac 2020 to Sequoia, I notice every folder I changed, moved or trashed required a pw. Unable to determine how to fix, I contacted Apple Support and was advised to using Command i, from the User name (me), however the drop down (Apply to enclosed items) which they directed me to from there was grayed out.

So they directed me to select a different folder, I chose "User" in which case the option was not grayed out and I proceeded. It appear to make a change with a progress bar. Maybe 60 seconds. Done. I was directed to reboot. When I did, only my Dock appears after logging in. No Desktop at all. From the Dock, Finder will not work at all. System Settings will eventually open at top, but no new window. Some items will open under Sys Settings, others won't. Such as iCloud. I read others lost their Desktop and it was in iCloud. I check iCloud from another computer and found the Desktop files were there, likely from a couple of days ago as I made changes earlier today and they were no evident in iCloud. I tried to reload the OS. Nothing changed.

Without Finder it's difficult to follow most suggestions provided to other users.
